Of course, it is primarily a good infrastructure that will let them (urban cyclists) come. But policies and law enforcement have an important role too! The Dutch government does not make laws that make it difficult for people to cycle and the police does not criminalise cyclists’ behaviours that are actually… very similar to the ones of pedestrians!

Is that not what we want that people cycle as easily as they walk?
